ISLAMABAD: Allottees of the long-stalled Green Enclave-I housing scheme of the Federal Government Employees Housing Authority (FGEHA) announced a protest movement over continued delays in development work and non-delivery of possession of plots.

The announcement was made during a consultative meeting held at Yasmin Garden, where more than 100 allottees and plot owners gathered to review the situation of the housing project, which has remained incomplete for nearly 17 years.

Participants recalled that the scheme was launched in 2009 for government employees with the promise of providing affordable residential plots. Thousands of employees, they said, invested their savings in the project in good faith, expecting timely development and possession.

However, the allottees alleged that despite receiving full payments along with additional charges under revised development cost structures, the FGEHA has failed to complete basic infrastructure work or hand over plots to rightful owners. Speakers described the situation as a result of poor planning, weak supervision, and administrative inefficiency.

Some participants pointed out that several original allottees had passed away without seeing possession of their plots.

Spearheading the concerns, Chaudhary Amjad Ali said the patience of allottees had reached its limit. “Seventeen years is a very long time. Employees invested their hard-earned money, but instead of delivery, they received only uncertainty. We are now compelled to begin a protest movement to secure our rights,” he said.

Another allottee, Aslam Chaudhary, termed the situation deeply disappointing. “We completed all payments as required, yet we are still without possession. People are aging, some have already retired, and many are still paying rent despite owning plots in this scheme,” he said, adding that the delay had caused serious hardship for affected families. The meeting concluded with a unanimous decision to initiate a phased protest movement if the situation does not improve. The allottees warned that future demonstrations would not remain limited to internal gatherings but could extend to government offices, the Parliament House, and the National Press Club in Islamabad.

They called upon the government to take immediate notice of the matter, conduct a transparent inquiry into the project’s delays, and fix responsibility for negligence and mismanagement. The participants also demanded a clear deadline for completion of development work and handing over of possession.
